Visitor charged with throwing rock at monk seal to appear in court
Igor Mykhaylovych Lytvynchuk, 38, of Covington, Wash., was charged with violating the Endangered Species Act and Marine Mammal Protection Act. He is scheduled to appear in federal court at 10:30 a.m. Wednesday before U.S. Magistrate Judge Rom A. Trader. Read more
