Georgia Gov. Brian Kemp said Friday at least 11 people in the state have died. Authorities continue to rescue people trapped by floodwaters and millions are without power across much of the southeastern U.S. Meanwhile, Hurricane John weakened again into a tropical storm Thursday evening. Forecasters said Tropical Storm Isaac strengthened on Friday into a hurricane in the open waters of the Atlantic Ocean.
